People were working with full screen video with Quadra 800s. Thats a 40mhz 68040 processor! Capturing the video to disk is the difficult part. You'll need fast wide SCSI (or maybe a ATA PCI card and a modern disk). To capture 640x480at 30fps you need 6mb/sec sustained. Quarter screen 320x210 will work with the stock HD.
