Yes I think it does. The space neaded for the audio file on the disk is dependent on the duration of the recording, not if it is in stereo or mono.
Mp3 is using an compressing algoritm to minimise the file size and then it is variating if mono or stereo but not in the format used on ordinary cds for your stereo.
