Shutdown hangs, when there's nothing running except the Finder, are often caused by file system database corruptions. The 2nd most frequent cause is corrupted prefs files. Boot with exts off and run Disk First Aid on all your disk volumes. If that doesn't fix it, boot with exts off and trash your Finder and System pref files. If that doesn't fix it, turn off all your 3rd part extensions... Consider installing MacsBug. Very convient. When the Finder hangs, you can drop into MacsBug with cmd-Power and take a look to see what files are still open/mapped. And you can politely quit the Finder and restart it - which will let you complete the shutdown in an orderly fashion. >I'm thinking it might be time to reformat the drives, and reinstall the >OS and everything else.
