You can run 9.1, but it will be extremely slow and requires at least 48 meg of RAM. (The more the better if you want to open numerous programs as well as the OS. RAM is fairly cheap now, with 128 Meg DIMMs going for less than $30)
If you went with a G3 upgrade, and at least 128 Meg of RAM, 9.1 would work well. Without a G3 upgrade, I wouldn't go with higher than 8.1 or possibly 8.6. If you go for a G3 upgrade, you might check into replacing the motherboard with a 7500/7600 motherboard as the G3/G4 upgrades are better and cheaper for the daughtercard PCI Macs.
