All-in-all, I think it's a cute idea for dial-up. BUT! That plug-in would be a sweet place to embed some adware and spyware. And the use of extensive proxy/cache servers creates some interesting privacy issues...
Umm, AOL's been doing this for years, as have the other large ISP's. Such large webcache servers are actually pretty common (the powers that be were looking at getting one for the campus here to cut down on our outgoing internet traffic growth)
