Your IE prefs can get changed by simply running the Software Update while 
it's open so don't do it. This is why it may seem like ghosts have taken 
over your IE.
As for dialing up, only your remote access can tell your apps to dial. 

Links should work, and if you are talking from email, in your internet 
prefs you can designate a default browser and email app that will open 
whenever you click on a URL or mail address.
