I have two monitors connected to my new ATI7000, but the monitor connected
to the DVI/VGA coverter acts the same as yours; power light goes green, and
it acts like it's getting a signal (both monitors even show up correctly in
the Monitors control panel!), but nothing ever shows on the DVI-connected
monitor, just a black screen.

On my 9500, I had to cut away a bit of the plastic from one of the PCI
openings on the back of the machine to connect that monitor. If you go to
ATI's web page, they mention this problem so they know they have a 'whoops'
on their hands, but I can't remember what they said about it. I'd already
altered the opening on my machine. Double check on this, but I think they
tell you to modify the computer's opening as well...
