I'm running a 9600 with a G3/275 upgrade card and I can't change monitor resolutions.

The monitor is stuck on 640x480 and won't give me any other choices. In the monitors control panel I can't select anything other than 'recommended' on the pop up menus - the other choices aren't even there.

This happens under system 8.5, 9.1 and even OS 10.2 which I had running on it.

I've tried zapping the PRAM. I've tried pressing the CUDA button. I've even reinitialised the hard drives and done a clean install.

It's not the pci card, because I've taken that out and tried it on a 7300 and it worked fine. I've also tried another video card in the 9600 and that made no difference.

The monitor is a Formac ProNitron 17 inch, but is also happens on other monitors.

This sounds like a VGA monitor. Did you check the VGA adapter settings? Also make sure the VGA adapter is securely connected.
