The Radeon would not be overkill if you plan on using the computer to surf the net...flash animation and video play soo much better on this than on the built in video...BTW you can probably get the a/v kit for this computer at macresq for like $15...adds a/v/svideo inputs and a tv tuner. My 6400 was:

Sonnet G3/400
136MB
9.1
Radeon Mac Edition (not the 7000, the one before that)
A/V kit
2 17" Apple Multiscan
Sonnet ATA/66 w/ 10GB ATA/66 WD

I played Quake 3 and UT GOTY on this computer, and it ran allright. Got like 25-35 fps on Quake 3, and around 30 fps in UT, which isnt bad, so this would be a good computer for your parents. However, to be honest, you can get G3/400'ed 7600's here in KC with 64MB and 1.2GB HD for $100...and this machine has PCI and will take 1GB RAM. You can also install X on them. (You can do this on a 6400, but I wouldnt suggest it unless you like waiting all the time LOL).
