I've used CD ROM Toolkit (off-and-on) for years now, since it came on the
system CD with my brand-new PowerBase 180, and I've often seen the very same
message that you quote above.

It's been awhile so I don't clearly recall, but I believe that I found
something on the software manufacturer's website about that error message.
What did it say...it was a bug?  Can't remember exactly, but I believe that
it had a suggestion or two for that error message, none of which worked for
me.  Don't believe there was anything to be done about it, nor any reason to
worry about it either.

Do a Google search with "CD ROM Toolkit" (use whatever is the exact spelling
of the software), and quote part of the error message; you'll probably run
across the information.
