Looks like I'm going to get a hub. I found one by ADS
Technologies that is a USB 2.0 Ultra hub. It says it is
fully compatible with USB 1.1. It does show the Mac face
logo and says OSX compatible but I am running OS 9. Anyone
use one of these? Or should I buy a cheaper hub that's USB
1.1 only? I'm afraid any new scanner I get will be set up
for USB 2.0.

What a device sees is determined by the USB controller, not the hub. A hub is a rather dumb device, all it really does is provide power and more USB ports.
