Not necessarily a OS X thing. I gave my mother an old IIsi running 
something like  7.1 and it did that. This list gave some suggestions 
which prompted me to expand on them and I found problem. Try 
disconnecting all peripherals. That includes keyboard. Also check to 
see if you need new battery. Problem on the computer I gave my mother 
turned out to be external hard drive. As soon as I unplugged it, the 
computer shut down properly.
