When I drag the icon to the picture it just goes back to where it came from, not replacing the old icon. Am I doing something wrong here, is this even supported in 9.2.2???

I'm not actually sure what you mean. I've always went to get info and clicked on the icon I want, then copy/ and do a get info on the icon you want and click the icon and paste the one you want.

Now, I started using IconDropper after 8.6 because icons copied and pasted that way will not show up in pre OS 8.6. For awhile, I was going back and forth from 8.1 to 8.6 and noticed this. IconDropper retains the icons, no matter what system you are using. There's even an OS X version. And IconDropper allows you drag and drop icons easily.
