Just got it figured out!
Don't toss out those Mac DB-15 to VGA [aka DB-15 to DB-15HD] adapters
that were included with AppleVision installation kits. They're different
from generic adapters in that they connect pins 12 & 15 on the Mac end
to pins 14 & 13 respectively on the VGA end. 
This is what was needed to make the 1710av flicker to life and run like
a champ off the Radeon 7000.
*It's worth noting that ATI Radeons come packaged with an assortment of
adapters for connecting to various monitor types and for connecting a
VGA or Mac monitor to the DVI port so you can have 2 VGA or Mac monitors
running off one card. It's nice of ATI to do this since some of these
adapters are 15-20$ each to buy separately.

Now to try and get a 21" SuperMac to run off the Radeon 7000. There's
likely an SOG [sync-on-green] issue here which should be resolved by the
Griffin adapter I have.

Are you still trying to run it from the DVI port with an adapter?
