Interestingly, the bookmark format for both IE and Navigator 4.7 (for the Mac Classic OS) are compatible with the bookmark file format for iCab.

I have discovered that, if you make aliases of the iCab bookmark file, and place them in the preferences files for Navigator and IE, renaming them to the same name as the native IE and Navigator bookmark files (rename the original bookmark files so there's no conflict.) any changes made to the bookmark files of any of the three browsers will be made in the master iCab file.

SO, for example. If you're using IE and save a bookmark, you can then open iCab or Navigator, and that bookmark will be accessible.
