I finally figured out another way to get my Favorites Toolbar back in iCab.
I completely trashed iCab and started all over. Reinstalled iCab several
times until I figured out that when the window popped up to choose IE (that
was the only choice I had), I needed to "Not" choose IE. Then there was a
clean Favorites Toolbar.

I then imported bookmarks from NS, and then from IE. Now I can organize the
bookmarks the way I need in the Favorites (Hotlist) Toolbar. So far, seems
to be working ok.

I just tried the way that Dan suggested, and that also works.
