Yes, the BIOS is flashable.

No, and doing so will turn tthe card into a Video card shaped paper weight.
The Matrox Millennium PC edition has a smaller BIOS ROM than that of the Mac
version. Not sure why, but the Mac BIOS image will simply not fit into the
ROM. If you do a bad flash, as with many such updates, the card becomes
unrecoverable. The bootstrap code the card uses to communicate with the
outside world (including for flash updates) is overwritten by flashing the
ROM.

Basically, this has been tried in the BeOS community before. One of the best
supported manufacturers under BeOS on intel and PowerPC was Matrox, and the
BeBox can boot using a Mac *or* PC version of the card. However, the Mac
running BeOS will only boot with a Mac version. The Millennium (and
Millenium II) were the recomended cards by Be Inc circa 1999, and so many
people got them. More than one BeOS user has killed their Millennium's by
reflashing with the Mac ROM.

Apparently Voodoo 3 cards are okay, as are some ATI ones.
