Maintaining those spam filters at a decent-sized ISP can require several full-time staffers. That's not "no cost to you". That's included in the monthly fee you pay. And what's more, the bandwidth the spam uses on their trunk circuits, the server capacity required to drive the filters, plus the staffer's salaries, all greatly reduce their profitability. It's a BS overhead that's crushing many small to mid-sized ISPs.
