Are you saying that you do not hear the start up chime when you restart?
I have a similar problem on 2 of my beige desktops. When I install a video card and power the monitor by that means there is no problem after a restart, otherwise not. I am not sure what is wrong with the on-board video, but there has to be something to blame.
