CUDA is a reset switch for the motherboard which tells the system that the CPU has been changed. it resets part,or all (I'm not completely positive) of the PRAM settings.

Yes and no. Netscape bookmarks are simply a html file in your Netscape preferences called bookmarks.html.
You can open it in a text editor, print it and have all the URL's. If you open it in Netscape all you get is a web page with a link for each bookmark. Saving that file is a more convenient way of backing up and archiving your bookmarks.
