I've a PowerMac 7200 with a Crescendo G3 expansion, which overall I'm
pretty pleased with. It's used only for web browsing, light office
tasks and streaming mp3 from the web & windows shares. I'd quite like
to speed up the responsiveness of the GUI though, in particular
scrolling through documents. Will a PCI video accelerator improve
matters over the 7200's inbuilt accelerator (which is maxed at 4Mb
VRAM)?

I've used a few different cards in different pci Macs under 9.1. While the Twin Turbo (128M8, IIRC) was nice, no card I have used could even show up in a contest against a Voodoo3 3000. It blows all the other cards away (except the later Voodoo cards). It was also significantly faster than a Radeon 7000 in 9.2.

I HIGHLY recommend it for even day to day work. Scrolling, window redrawing and overall responsiveness of the system is greatly improved.

You can usually get these on the swap list for around $20. I also just checked ebay, there is a Voodoo 5500 for sale (I don't know the seller, have never heard of them, cannot vouch for them but I was in their hometown about 20 years ago in the interest of full disclosure) at
http://cgi.ebay.com/ws/eBayISAPI.dll? ViewItem&category=4601&item=5122322945&rd=1&ssPageName=WDVW
for the ultimate Voodoo card. I do not know if it will work in a 7200 and it is probably overkill for your needs.
