If the USB card is in the Mac when you install OS 8.6 and later the OS will add the drivers needed for USB, but no USB card, no USB drivers are installed.
Such as your case, you just need to install USB support extensions. I have a Belekin card and it works fine in every PCI Mac of mine from a 5500 to a B&W G3.
Your first card probably was compatible as well since it showed in the profiler but didn't have the extensions to run it.

it confirms that it is (only) a Mac card. Again the card is not working.
Apple System Profiler confirms that a PCI card is fitted to port B1 and
reports on the card name (pci1045,c861), card revision (16) and vendor
(1045). It indicates that the card type, model and ROM are not available.
A similar report was given for the PC card.
I wonder if there is anything peculiar about the PCI slots on the 7500 or
is there a problem in supporting some USB 1 cards in this machine? USB
drivers are installed with OS 9.1
Note that after installation of the Belkin card I noted that hidden away on
the bottom of the box it indicated that it is for G3 / G4 Macs - card model
F5U00eaMAC. But the previous card did not work either yet my PCI graphics
card works fine (in PCI slot c1). I am wondering whether only an older USB
PCI is compatible, and if so, such would probably no longer be available.
Any help would be much appreciated in resolving this problem.
