Check the archives of this mailing list on maclaunch.com. This issue has been discussed quite a bit recently.

My preference is to use two browsers: iCab 2.9.8 and WaMCom Mozilla 1.3.1. Between them, almost everything works.

iCab 2.9.8 is a new browser, currently under development. It's fast and lean, but has problems with some CSS-based sites and is vulnerable to a memory leak in the Flash plug-ins.

WaMCom Mozilla 1.3.1 is the last version of Mozilla that works on OS 9. It is ultra stable, but a bit slow and clunky. It is based on a build of Mozilla that is *newer* than the one in Netscape 7.02 (the last Netscape before it went OS X only).
