Does anyone have experience or a recommendation for a program that will work on an upgraded 7300>G3 running OS 9.1, and that performs similar functions to those of Apple's iPhoto (which requires OS X)?
We use GraphicConverter's browse mode.

IMO, GraphicConverter, in general, is superior to iPhoto for most tasks. Basically a poor-man's Photoshop, GC is under *very* active development. Via the GC Yahoo! Group, Thorsten provides ultra fast tech support, and is willing to entertain all sorts of feature requests, often implementing many quite quickly.
