This has been my experience.  I had DSL about 3 years ago, the provider's
(Qwest communications) system requirements at the time were OS 9, might have
been 8.5, but either way, what I had was OS 8.1 on my 6500 and OS 7.5.5 on
my IIci.  I explicitly told them that I did not have the required system and
all I wanted from the support desk was DNS numbers, which they gave me.
Next we opened up Internet Explorer the 6500, keyed in the IP that did the
programming and this programmed the modem.  Next I setup TCP/IP manually on
the IIci using the Modem's LAN side IP as the Router Address and assigning a
local IP to IIci itself.  From there I used IPNetRouter, and then set up
TCP/IP on the other boxes on the network manually using the IIci's IP
address as the router address.

Keep in mind the Network & Router stuff is mostly unnecessary, also that I
could have set up IPNetRouter to hand out address via DHCP, but the concept
is still the same. 

Cable is even better and simpler, the modem needs no programming and hands
out addresses with DHCP.  The IIci still runs IPNetRouter and I had to do
nothing more than plug it into the cable modem.  It is the gateway for
Windoze and Macs, not to mention Localtalk so my old compacts can use the
internet as well.

I've recently setup a hardware router for a DSL connection and was not happy
with the results, the modem and router refused to do the DHCP thing
together, forcing me to manually assign IP's.  But, if not for this a
hardware router should handle about any ethernet capable box you plug into
it.
