I run 9.1 on a 6400/200 with 136MB/6BG hdd. I won't say it's exactly zippy a
603e is down right slow compared to a 604 at equal clock speed. However
with the right software it makes a great Machine for some things.
While it's kind of a no brainier using RAM doubler instead of the built in
VM on machines that are ram crunched really does help.

1)Word Processing: ClarisWorks 4.0 runs like a champ.
2)Print server: LaserWriter 320.
3)Web surfing: Mozilla 1.2.1 runs very well.
4)MP3 player: iTunes classic runs smooth as glass.
When combined with the 6400's sub woofer and an average sounding set of
speakers the sound quality is astonishingly good.

However 8.6 would also be a good choice if don't want to fork out about 40
bucks for ram. I was running 8.6 in 32MB 8x8x16 strip without any problems.
When I decided to recondition the machine I thought 88MB would be enough
8x16x64 and discovered that the machine was running slower than I liked. So
ordered a second 64MB strip and installed two weeks ago this has resolved
most of the speed issues. While you can run 9.1 in as little as 32BM of ram
I would recommend against it.
