Welcome!  Your 7600 has 3 PCI slots so you haven't maxed out your video RAM.
You've only maxed out the onboard video ram.  You can upgrade the video by
getting an PCI ATI Radeon 7000 (32MB) video card or may even the new ATI PCI
9200 (128MB) (I'm not too sure about compatibility with this newer card), or
if you can find them, the Voodoo video cards (though they won't be that
great with OSX).  Just make sure they're Mac compatible.  You might also
want to invest in a PCI ATA card (make sure it's for a Mac).  You'll be able
to use the cheaper and larger ATA drives.

As for your processor, you'll need to get a processor card.  Sonnet and
Powerlogix and even Daystar carry them.  Sonnet has G4 cards running at
800Mhz.  Get the G4 cards.  Daystar sells carrier cards which require a
separate ZIF processor.

If you want to run X you'll need to install Xpostfacto.  You can get it at :

OS X doesn't run natively on the 7600.  In order to use Xpostfacto you'll
need to keep your current OS 9.1 system and use Xpostfacto to switch between
the two OS's (if you don't want to run pre-X apps in Classic mode).
