These are ATA drives set as Master and Slave on the internal ATA bus.
Is there a NUMBER that must be set ??

Sorry, I forgot this isn't a legacy Mac with SCSI.
How many drives can be on an ATA bus ? 4 ?
There must be some way they are identified,
On SCSI drives this is done with a jumper clip that bridges 2 pins on an ID selection and feature selection strip.
Is there a row of pins on the drive somewhere? End or bottom?
Perhaps on cold boot the faster drive to spin and seek gets it's OS going first.Assuming the PRAM or NVRAM selection cannot be followed correctly.
How is the PRAM battery?
