You told it to.
In the Remote Access control panel, uncheck "Connect automatically".
It's under the Protocol tab of the Options dialog.
Also, uncheck "Use a Network Time Server" in the Date & Time control panel.
For the desktop, it seems to happen maybe 2 or 3 times an hour while I'm
working on other things (but NOT online, and Remote Access isn't running),
The Remote Access control panel serves two functions:
1) It provides an optional interface to OT's PPP module.
2) If open, it provides a context for some of PPP's memory.
IOW, the Remote Access control panel doesn't have to be "running" for
PPP to work.
