Forgive my lack of technical expertise, but may I ask if there have
been any changes to your system over the past little while? I had
some funky RAM that lead me on a wild goose chase to diagnose a
restart problem. The computer wouldn't fully shut down properly, and
never mind trying to do a restart. Next suggestion would be to check
your battery. I had a 5500 that exhibited weird start up problems
very similar to what you are describing. I cured it by replacing that
4.5 volt battery. i realize that the 7600 has the 1/2 AA type of
battery (3.6v), it might not hurt to examine it more closely. The 3,6
v batteries are relatively inexpensive off of ebay (if the seller
actually sends them to ya).
If what I said doesn't help you, be thankful you aren't paying for my
advice.

I seem to have to start my 7600 a few times before it will fully

not better.
Am starting to wonder about power supply possible probs. So for
now, anyone
had any long running prob ever that entailed having to start a not
fully
booting machine at least twice for it to settle and work and did
you trace
the cause please. This might jog me into some useful action on this
one.
