First, I do believe that the question was referring to how
much RAM memory is physically installed and available to
use in your Mac, and that available will be above whatever
your System isn't using.

My 6400/6500 is RAM Max'd at 144Mb, with RamDoubler
working and set to 240Mb, and VM(Virtual Memory) turned
off, and setup a RAM Disk at 5Mb and I've pointed all of my 
browsers at to use for their cache, with my booted Net Set
System pared down to 29Mb and stable I've still got lots of 
Memory that I can assign to my applications(and of which
I run basically just 1 or 2 at a time) , and my WaMCom v131
has been assigned 70000 on it's preferred upper end to make
it happy. My NS Comm. v4.8, NS v7.02, Mozilla v09.1 all've
got the same ammount applied, and only iCab's v2.98 and 
new v3 beta are set much lower, and all but Mozilla are very
content and as fast as can be expected. If'n you've got lotz of
Plug-Ins installed and active more RAM might be needed.
