The $XDG_DATA_DIRS has nothing to do with it and should be never set
to that directory because actually files for actions are searched not in
there but in $XDG_DATA_DIRS/file-manager/actions instead. And do you know
that files in that directory are very different from files located in the
$XDG_DATA_DIRS/applications? Actions files have special type and, also,
all different fields.

There is nothing to set, the $XDG_USER_DATA is set to ~/.local/share
implicitly and correct action file should be found and used.

I use Openbox alone and PCManFM as well, everything works just fine.
May I see contents of your Actions Desktop Entry file, please?
