Noted. Sounds perfectly reasonable.
Since globbing doesn't work at all when pcregrep is built in some
environments, the user could create a list by piping from the dir command.
Presumably the files in the list are newline-separated (that is, by
CRLF)? The option should probabably allow for any ASCII newline
separator.

Yes, one file name per line. Maybe the new option could optionally
indicate standard input? To allow the output from something as file list
input to pcregrep? In other options standard input is indicated with a
dash, so possibly --filelist=-
