Yes, but the configure script that gets those arguments is the temporarily-present ./pcre-X.YY/configure, for checking purposes, not ./configure. It is the latter that determines the content of config.h.generic, not the former.

Or, to put it another way: The tarball produced by "make distcheck" is identical to the one produced by "make dist", yet the latter target does not use DISTCHECK_CONFIGURE_FLAGS.

Please give the patch a try. There should not be any differences in the generated file.
