This problem is fixed in the current release, 8.38, released last November:

$ pcretest
PCRE version 8.38 2015-11-23

  re> /(?(199999999999999999)(()())())/
Failed: number is too big at offset 21

Item number 8 in the ChangeLog for 8.38 says:

8.  There was no check for integer overflow in subroutine calls such as (?123).
