You are absolutely right. \C should only be used in really special cases. This looks like an issue raised by a fuzzer. Anybody who is fuzzing PCRE2 should always set the PCRE2_NEVER_BACKSLASH_C option or build PCRE2 with --enable-never-backslash-C.
