Thank you and whoever found this problem via fish-3.0.2 for testing PCRE2
10.33-RC1, for finding this bug, and for finding the fix. The substitute
callout feature is new in 10.33 and I clearly forgot that a NULL context was a
possibility. I have applied and committed the patch, so it will be in the 10.33
release in due course. I have also upgraded pcre2test, which for some reason
didn't have the ability to test pcre2_substitute() with a NULL match context.
It now does, and a test has been added to the standard set.
