I have tried to reproduce your bug using pcre2test and the input file that you used. However, I cannot do so. Do you happen to know what PCRE2 options PHP uses? That might be the reason. In particular, do you know if it sets the PCRE2_UTF and/or the PCRE2_NO_UTF_CHECK options?
