1) yes. I think this is a general rule, not pcre specific, since any downloaded
binary or script can be harmful to your system. Sandboxing can help a lot.
2) You can always create a pattern / subject pair where jit compiling causes
slowdown. I think this was even mentioned when jit is released at the first
time.
