CLA=01h is unusual (LSbits code the logical channel, which is usually zero) INS=09h is unusual (values are often even) P1=00h P2=03h are plausible LC=04h means we expect 4 bytes following, they are present A0010000 LE is absent. So technically, it's a valid apdu, but its format is extremely unusual. INS=09h is completely unknown to me.
