Thanks to everyone who helped out. Gerry pointed me to
http://www.4guysfromrolla.com/webtech/111500-1.shtml
which basically explained to use "no cache" so that the browser always
looks to the server to load the page. Because we can't change the browser
we have to change how it loads a page.
