As an experienced web site designer who has used a fair few of both paid 
and unpaid web design packages as well as using notepad to code direct - I 
would heartily recommend First Page 2000

It has four levels of usability from easy through to hard core and should 
be relatively easy for all to use.  It is quite versitile and easy to 
understand and work with and of course the best thing is that it is free.

I have only been using it myself for the past month and am very happy with 
its workings that I have just about converted most of my designs from other 
programs into it.
