As far as free [or should I say inexpensive ;)] programs, one of the best is
Arachnophilia http://www.arachnoid.com/arachnophilia/
The only cost to you is the righteous cost of "Careware". (For those that
have never heard of it, it's a neat concept!)

As far as getting images to show up right next to each other, if you just
put the <img src="(path)"> tags one right after the other, it should work.
Some programs add lots of extraneous code, and that might show the images
with space in between them, but if you just cut that out, you should get the
desired effect.
Save the page, and open it in your browser and see if it works. The WYSIWYG
editor might not show it like it would show up on an actual web site.
