Sort first then export.
Select Favorites from File menu NOT toolbar icon
Scroll down past the folders
Right click and select Sort By Name
Now do the export

Another method you might want to try. Actually my favorite if you use more
than IE for a browser.
Download and install SyncURLs. The export always sorts URLs for you.
