Internet Information Server (IIS) 4.0 since the release of Windows NT� 4.0
Service Pack 5, and three new updates, and is discussed in Microsoft
Security Bulletin MS01-026. Download now to update IIS 4.0 with the latest
security fixes.

NOTE: I think the following instructions are correct but then again . . .
Did you setup ftp correctly?
You have to check and/or change some settings to make the FTP server
program work.
NOTE: GEB is me...
1. Click Start -- Programs -- Microsoft Peer Web Services -- Internet
Service Manager.
2. Select your PC and double-click.
3. In the Service tab of the window FTP Service Properties, deselect
Anonymous Connections (not allowing anonymous ftp)
Only registered users can access this FTP server, in this case the user "GEB."
4. In the Directories tab of the FTP Service Properties window, select the
PC and click Edit Properties.
5. Enable Read and Write by clicking the check boxes.
In order for an FTP client (here GEB) to be allowed to see a directory in a
directory listing and Get (down load) files from that directory, the Read
permission must be set for that directory.
In order for an FTP client (here GEB) to be able to put (upload) files into
a directory, the Write permission must be set for that directory.
6. Click OK and close the Microsoft Internet Service window.
Is ftp service installed on PC correctly?
1. Click Start -- Control Panel.
2. Click Network.
3. Select the Services tab.
4. Click Add.
5. Select Microsoft Peer Web Server and click OK. The system asks you to
insert the Windows NT 4.0 CD-ROM.
6. Insert the Windows NT 4.0 CD-ROM.
7. Enter the correct letter for the CD-ROM drive and click OK.
8. Select FTP Service.
The Internet Service Manager is always selected too.
9. Click OK and follow the instructions on the screen.
10. Click Close.
