Vern, I think you should open your original pictures into your photo editor and then resize and save them at a more reasonable size (be sure to save as 72 dpi). Then upload them to your web host. Then you would list the actual picture size in your code. I have never seen anyone use a percentage. You would get your picture size in the photo editor after you have resized but before saving.
