Charles, Well, not move - BUT he may want to have a licensed housing electrician check out the electrical specs for where he lives. He could be living in an older place that has wiring installed pre-current code specs. Or other similar issues.
Back in Illinois, in the subs of Chicago, where I grew up, my parents had to get their home up to current electrical code, which meant replacing the fuses with circuit breakers, and have new boxes put in, where the electrical wiring enters the house. Once that was done, that corrected a number of electrical issues in the whole house. Also, have seen some VERY strange things happen with any number of electrical/electronic devices when someone(s) is involved with high-energy type operations, such as ham or similar type systems, and not enough protection of the transmition equipment is not done correctly.
