yup
1. Go to
HKEY_USERS\.Default\Control Panel\desktop
and look at the Wallpaper value in the right hand pane and enter the name
and path for the image you want to use. ie
"Wallpaper= c:\windows\clouds.bmp

2. Check your win.ini file and make sure your image is listed there too
under the Desktop section.
ie [Desktop]
Wallpaper=C:\WINDOWS\CLOUDS.BMP
