That sounds like a possible setting in either the power management or
the bios.  There is a windows black screen saver, but that shouldn't
kick in when you are active on the machine.  First go to MSCONFIG and
uncheck the LoadPowerProfile in the startup tab and apply.  Reboot and
see if this takes care of it.  If not, then you will have to access the
bios (usually the DEL key while in the VERY first stages of booting) and
look for a power control for the monitor there.
