Ann, this is the initial connection speed or "burst rate". It typically drops substantially below this very quickly to, are you sure it states "Mbps"? Unlike what your friend states, it is possible to acquire 100 mbps download speeds but not through cable internet from a local provider. Some metropolitan centers have internet connections for large corporations in the 1000 mbps range if you possess a Fort Knox bank account that is.
